The purpose of airport Public Safety Zones (PSZs) is to protect the public on the ground from the small, but real possibility that an aircraft might crash in a populated area. Essentially, a PSZ is used to prevent inappropriate use of land where the risk to the public is greatest. The setting of PSZs has, until recently, been largely based on obstacle clearance areas. However, recent risk modelling in the Netherlands and the UK has demonstrated that such zones do not encompass all the areas of greatest risk to the public. As such, both the Dutch and UK governments have adopted risk modelling to help set the size and shape of PSZs. This paper (which is part one of a two part paper) details a mathematical adaptation of the UK approach and its implementation into a software code. This code was developed for the Irish government to set PSZs at Cork, Dublin and Shannon airports, and simply requires the user to enter data on aircraft movements/weights, and runway details to determine PSZs. Part two of this paper details the application of the risk model and the derivation of associated criteria and policies for land-use.
