A new local seismic design code based on plastic design was established in Kanagawa prefecture, Japan in 1990, to evaluate the seismic safety of high-pressure gas facilities against probable Southern Kanto earthquakes. This paper introducesregulatory strategies of the local government to secure that seismic safety against destructive earthquakes.The ultimate strength design method was adopted for plastic design. The maximum design acceleration of ground motion was determined to be 600 to 840 gal (decreased to 1/2 depending on the importance of the facility). All existing facilities were diagnosed by the code, and those facilities judged to be weak at some portion have been reinforced. Some strength and reinforcement tests were executed. A conceptual plan to verify it by investigating the state of facilities after a big earthquake was made. Thisplan was briefly applied to some facilities affected by the Great Hyogoken-nanbu Earthquake
