In order to alleviate the traffic congestion problem at the intersections with large traffic volume, setting up the comprehensive waiting area is an important way to make full use of the time-space resources and improve the traffic capacity of urban road intersections. Based on the analysis of setting method and traffic control concept of comprehensive waiting area in Shenzhen, this paper makes a theoretical analysis on its setting conditions and the influence on the traffic capacity of signalized intersections. The paper develops the research with Qianhai-Xuefu intersection in Shenzhen City as an example and builds a simulation model by means of VISSIM software. The effectiveness analysis of comprehensive waiting area is carried out through capacity, delay, and stops under different traffic volume and turning proportion, by comparing with the common signal control situation without comprehensive waiting area. The applicability of comprehensive waiting area is further explored and the pre-signal on and off conditions for comprehensive waiting area is determined, which provides a theoretical basis for the further study and application of the comprehensive waiting area.
