Recently, the fast evolution of wireless technologies has enabled the development of multi-interface mobile terminal which can support more radio interfaces. In this context, the users can enjoy various mobile applications by using different access networks at anytime and anywhere and with the best quality of service (QoS). However, the selection of the most appropriate access interface for the end-users is one of the most issue in this heterogeneous wireless networks. In order to deal with this task, we propose improved policy for network selection decision which combines the enhanced-TOPSIS method and the utility function. Firstly, the enhanced-TOPSIS method, is introduced to quantify the performance for each radio access network. Then, the utility function is applied to measure the degree of satisfaction when the mobile terminal moves out of range of the wireless access point. The simulation results illustrate that our optimal policy can achieve a significant improvement concerning the reversal phenomenon, the ping-pong effect and the number of handoffs failures.
