Features and issues of migration and settlement support policies for young people by local governments

Depopulated areas have increased in Japan.On the other hand, the number of young people who wish to migrate from cities to rural areas is increasing.Therefore, many local governments have created migration and settlement policies in order to increase the number of young people, but there are few successful examples.This is because it is difficult for local governments to offer the occupational opportunities and employment environments that young people require.In order to solve such problems, it is necessary to offer employment support which harnesses regional particularities.This paper has two purposes.One is to clarify the relation between the climatic and social characteristics of regions and move-in ratio.The other is to consider the features and issues of migration and settlement policies aimed at attracting young people.This paper employed the method of factor analysis which used multiple linear regression analysis and interviews with local governments.Subjects were all prefectures and local governments for which the move-in ratio situation had improved.Since job opportunities cause demographic shift,employment supports are important.In areas where the migration rate is rising, young people with specific attributes had migrated due to migration and settlement policies in which the special features of local industries were harnessed.
