It is suggested that the history of the Indian nuclear programs makes it likely that any attempt by the nuclear complex there to capitalize on similarities between nuclear safety, safeguards and security (the "three S'") is likely to occur in close collaboration with the International Atomic Energy agency (IAEA). The history, legal foundations and organization structure relative to the three S's of both the IAEA and nuclear activities in India are briefly reviewed. Opportunities and challenges for building on synergies are identified and discussed, with some emphasis upon specifics relevant to India. Some concluding observations and possibilities are discussed, with special emphasis on the case of India.
