Rules were set and a series of certification systems have so far been developed within theInternational Standard Organization (amongst the others ISO14001). It is now a generally accepted rulethat the producer of the waste is, and will remain responsible for it. Besides the carbon tax,international conferences, industry and governmental work-groups have established and will establishthe framework and norms affecting hydrocarbon discharge into the environment related to oil & gasdrilling operations (Rio, Berlin Conferences, Kyoto Protocol). The next step will be to includeguidelines and rules that fall within a wider Industry integrated scope or HSEQ (Health SecurityEnvironmental Quality).Drawing from international normative and experience, it is necessary to establish on a real case base arobust and reliable sensing methodology and consequent measure of pollutant concentration. This canbe achieved by using multi-parametric analysis and innovative data aggregation processing techniquesunder meteo-diffusive conditions leading to a self-contained environmental impact detection andanalysis system which will produce realistically consistent references. This, in turn, will enableoperators to adopt more cost effective and efficient waste discharge planning, actions and measures andfeed towards the aid of the development of further legislation and normative.
