This Paper describes the experience of BAAplc, a major owner and operator of civilian airports in the United Kingdom, in introducing and developing a pavement management system as a business decision making tool. It traces the transition from an ad hoc, locally based approach to maintenance planning and implementation to a managed database approach using the Pavement Condition Index concept linked to a PC based Graphical Information System. Local airport managers are provided with an overview of their pavement assets and the ability of formulate alternation budget scenarios in response to changing business priorities, whilst still ensuring the highest standards of safety for the travelling public.
