The establishment of an efficient pavement management system requires an adequate network database and a computer operating environment. Among numerous components of a pavement management system, accurate prediction of pavement structural and functional deterioration, systematic analysis of pavement condition, and optimization of pavement maintenance and rehabilitation (M&R) program are the major three parts of the system. The prediction of pavement deterioration versus time allows highway agencies to model pavement condition based on their own data groups and then determines pavement maintenance or rehabilitation needs in the network. The systematic analysis of pavement condition includes evaluation of pavement serviceability, such as roughness, deflection, surface distress and safety.
