The first Markovian pavement management model was introduced by Kamal Golabi and his research group for the Arizona Department of Transportation in 1982. Since then it has been implemented in a number of countries. The PMS applications have been started in Hungary in 1989. The first step was the development of a national road data bank. As a second step a relatively simple Markovian pavement management model was introduced. In this model only 41 condition levels were used. These condition levels were aggregated according to three condition parameters: bearing capacity, unevenness and pavement surface defects. The maintenance techniques applied were routine maintenance, surface dressing and new asphalt layer (s). These simplifications have helped to keep the size of the mathematical optimization models relatively small and given the possibility of dealing with multi-time period models, too.
