Development and Implementation of a Pavement Rehabilitation System for Israel

A rehabilitation system was developed to meet the needs of the State of Israel, to upgrade the deteriorated network to an acceptable level. The system is based on Pavement Condition Index (PCI) and Present Serviceability Rating (PSR) surveys, Non Destructive Tests (NDT) of deflection basins measurements, moduli backcalculation, limited amount of drilling and a current design method of flexible pavements. The systemd was used to rehabilitate 200 road sections. The methodology is described and illustrated. Using the data as described above, the existing pavement structure was evaluated and converted into an effective structural thickness. Using the above, the required Equivalent AC Overlay (EACO) and the rehabilitation strategy were determined. A follow-up of some rehabilitated sections is being conducted. The rehabilitation system, although not fully validated, seems to give reliable results.
