Implementation of Pavement Management Systems in 8 Republics of the Former Soviet Union

The opening of the national borders of the countries in Central and Eastern Europe and Central Asia has generated heavy requirements on the infrastructure in these countries - and thus also on improvement of the road network. Obvious tools for the insurance of an as optimum as possible improvement of the road network are Pavement (PMS) and Bridge (BMS) Management Systems. This paper will be dealing with the implementation of PMS and BMS in 8 former Soviet republics. Implementation of systems in countries where these concepts are unknown, the language mainly Russian and where the experience, knowledge and methods concerning road maintenance differ considerably from e.g. those used in Western Europe. The main subject will be PMS. BMS will only be dealt with to the extent relevant for the PMS part.
