A Gyratory Testing Machine (GTM) equipped with an air-roller was used to test eight different mixtures. Hveem stabilometer tests were also performed to identify the maximum stability values for different asphalt contents over a large range of mixture densities. These maximum stability values, termed incipient failure values, corresponded closely to a Gyrotory Shear (G) strength of 372 kPa. This indicated that shear strength of the mixtures was the same regardless of asphalt content at a density corre-sponding to incipient failure. An approach for design and evaluation of mixtures is briefly discussed.
