Capitalization of Knowledge Through Ontologies: A Knowledge Management Approach in a Strategic Intelligence Process

This article aims to present the approach of capitalization by ontologies proposed for the Office Chérifien des Phosphates (OCP). This approach is part of a global project of implementing a strategic intelligence device based on four pillars, namely: strategic watch, Knowledge Management, influence and lobbying techniques and protection and information security. The materialization of this project has gone through the realization of a study aiming three main objectives: (1) studying the monitoring practices within the OCP Group; (2) identifying and studying the needs of decision makers concerning strategic information; (3) propose a capitalization approach for information's resulting from the strategic watch activities of the group in order to better position it in an increasingly competitive market. To achieve these objectives, we conducted a survey with the managers of the monitoring activities within the Group to better understand this activity and identify their needs and target our proposal. This project is the first national experiment in Morocco to develop ontology in the field of phosphates that can inspire other works in other sectors of activity. In this article, we will first present the context of the research. Then, we will dedicate a part of it for defining the main concepts mobilized in our research namely, strategic intelligence and ontologies. Finally, the process of designing and implementing the ontology. Although related since its appearance in the field of philosoph (Univesalis encyclopedia), the notion of ontology is considered in this article from an Artificial Intelligence (AI) angle.
