In 1998, the United States Department of Defense mandated the C4ISRrnArchitecture Framework for all ongoing and future contracted architectures. The goal is tornensure that future military systems are interoperable and provide the warfighter with the supportrnand effectiveness required for successful missions.rnThe C4ISR Architecture Framework specifies a set of “standard” views capturing variousrnsystem perspectives. As with nearly all frameworks, the outline and contents are defined, but thernmethodology and support aids are left to the developmental organization’s discretion. Manyrnorganizations implement processes that develop and manage the various C4ISR artifacts asrnindependent deliverables, which are often inconsistent. Removing these inconsistencies occupiesrnmuch of the time and resources available at every developmental stage. Failing to recognizerninconsistencies leads to actual developmental, integration, and operational problems along withrnexpensive retrofit efforts.rnThis paper indicates how the use of a proven systems engineering process in concert with arncomprehensive systems engineering tool significantly reduces these inefficiencies, establishes arnstronger base for decision making, and allows management to mitigate strategic andrndevelopmental risks more successfully.
