The use of multi-stage hybrid automaticrnrepeat request (M-stage HARQ) protocols hasrnbeen suggested for both rate-compatiblepuncturedrnconvolutional codes and ratecompatible-rnpunctured turbo codes. In this paper,rnwe suggest a technique of using the process ofrnshortening to create a very low-rate turbo codernword with only a relatively few data bits, and thenrnheavily puncturing the parity bits in a mannerrnappropriate for an M-stage HARQ protocol.rnAsymptotic analysis suggests that the resultingrnSignificantly Shortened Turbo Code will performrnvery well in channels that occasionally experiencernextreme fades producing very low channel signalto-rnnoise ratios.
