2010年10月奄美大島豪雨時の住用川流域の洪水と住民行動に関する調査

This paper describes the characteristics of flood disaster and the evacuation activities of residents in the Sumiyo River basin in Amami Oshima Island, Kagoshima Prefecture, on October 20, 2010. A record-breaking rainfall amount was observed at the rain gauge of the Sumiyo suboffice located in the southern part of Amami Oshima Island. It is expected that disasters like that of Amami Oshima Island will occur with increasing frequency in Japan due to global warming. Thus, it is important to investigate the characteristics of the disaster in Amami Oshima Island in detail in order to take adaptation measures to mitigate the impact of those disasters. A hearing investigation was carried out in the Sumiyo River basin in order to find out the reasons why the number of victims was low despite the record torrential rain. According to hearing investigation, the reasons are as follows; In Amami Oshima, a local community worked so effectively that residents urged themselves to evacuate.%2010年10月20日に鹿児島県奄美地方で発生した集 中豪雨は130mmを越える一時間降雨量が2時間継続 (奄美巿住用町，図-1)するなど記録的なものとなった. その結果，奄美大島全域において河川氾濫，土砂崩れ， 土石流が多発し，死者3名を出す大災害となった. 死 者3名の内，1名は土砂崩れによるもの，残り2名は洪 水によるものである. 死者はいずれも高齢者で特に洪 水で死亡した2名はグループホームの入所者であった.
